Organizational Context

UNHCR's overall objective inMalta is to advocate for access to protection on appropriate terms and promotedurable solutions for all persons of concern. The Durable Solutions Associateis relied upon to contribute to the implementation of a durable solutionsstrategy, mainly focusing on INTEGRATION. She/He works directly withcommunities of concern to identify the risks they face and to leverage theircapacities to protect themselves, their families and communities and isrequired to spend a substantial percentage of her/his time working outside theoffice, building and maintaining networks within communities of persons ofconcern, NGO and other entities working with refugees.

The Durable Solutions Associate,through a multi-functional team, will integrate participatory andcommunity-based approaches in the overall delivery and implementation of anintegration strategy and access to rights and services. Besides refugee individualsand communities, she/ he will work with host communities, Governmentcounterparts and civil society to identify opportunities for all relevantstakeholders to improve the longer-term integration of persons of concern andon the basis of the needs identified, will organize and implement activitiesrelating to durable solutions, especially in the national integration strategy.

Education in social work andknowledge of Maltese language will be considered as assets. It is alsodesirable that the candidate has good organizational and communication skills,works well in a team and has some experience with refugee engagement.



- Available durable solutions are implemented, in a manner which benefits the maximum number of persons of concern.
- Durable solutions strategies, policies and related Standard Operating Procedures (SOPs) are applied in a consistent, effective and transparent manner.


- Provide counselling to refugees and other persons of concern to identify the most appropriate durable solution and to enable them to make a well-informed decision;
- Interview candidates for voluntary repatriation and prepare documentation for their return, in line with Voluntary repatriation SOPs;
- Interview and prepare Resettlement Referral Forms (RRF), in line with Resettlement SOPs; 
- Interview candidates for local integration and prepare the appropriate documentation for onward submission to local authorities or partners, in line with Local Integration SOPs; 
- Assist in updating the electronic database for resettlement, voluntary repatriation and local integration, in line with Standard Operation Procedures;
- Process documentation to ensure that persons of concern receive the documents required for their durable solution in a timely manner;
- Prepare statistical and ad hoc reports to ensure accurate information is available and shared with relevant offices and partners;


- Interview and advise on the appropriate durable solution to be provided to persons of concern; 
- Prepare documents relating to durable solutions;
- Enter information into available databases, in line with SOPs;
- Draft and submit reports relating to durable solutions.

Minimum Qualification and Professional Experience Required


Completion of Secondary education in Humanities or equivalent, with Advanced training/certification in a related field;

Minimum 6 years of relevant job experience relevant to the function;

Computer skills (in MS Office);

Fluency in English and working knowledge of another relevant UN language or local language.

In offices where the working language is not English, excellent knowledge of working language of duty station and working knowledge of English.


Diverse field experience; 

Completion of PLP, RSD-Resettlement Learning Programme, Protection Induction is an asset;

Excellent knowledge in MS word, Excel and database management;

Experience in Interviewing.
