Organizational Context

UNHCR is fully engaged in the Italian State decentralized RSD procedure established in 2005, by participating in the National Commission, with an advisory role, and in the Territorial Commissions for the Recognition of International Protection (TCs), through refugee status determination decision-makers, who are designated by UNHCR. UNHCR's involvement aims at contributing to further developing fairness, efficiency, consistency and quality of the system.

In this context, UNHCR has developed and implemented a project with the National Commission for the Right of Asylum for the establishment of an internal quality monitoring mechanism with a view to assuring improved quality standards of the RSD procedure in Italy.

The Quality expert is part of the Quality Monitoring project within the RSD team, and reports to the Protection Associate. He/she is fully engaged in activities related to quality assurance and quality monitoring of the State RSD procedure in Italy.

He/she is directly involved in the development of quality monitoring methodologies and tools, as well as in the implementation of quality assurance activities that can contribute to the fairness, efficiency, consistency and integrity of the procedure in Italy. Activities performed by the Quality expert include monitoring visits to the Territorial Commissions, assessment of the quality of the RSD process and of decisions-drafting and preparation of reports that include concrete recommendations for the improvement of the system.


Responsibilities

Under the overall supervision of the Senior Protection Associate, and the direct supervision of the Protection Associate, the incumbent will:

1. Contribute to the establishment of qualitymonitoring mechanisms in the government RSD procedure, through recommendationsfor the coordinating RSD central body and the design of tools for operationalsupport for the overall improvement of the quality of the RSD system, includingwith regards to interpretation services and the use of COI;

2. Develop quality monitoring tools and methodologies aiming at ensuring consistency and minimum quality standards, and identify needs, gaps and good practices in the current Territorial Commissions established by law;

3. Update guidelines and instructions of the National Commission to the Territorial Commissions;

4. Undertake visits of the Territorial Commissions for monitoring purposes;

5. Draft recommendations to the Territorial Commissions and to National Commission, based on the findings of monitoring activities;

6. Keep monitoring systematically the decision-drafting;

7. Develop and implement monitoring tools able to take in consideration the participatory assessment approach, in order to include POC's point of view of the RSD procedure within the project;

8. Contribute to the promotion of procedures which are sensitive to the peculiarities of persons with special needs, particularly separated children;

9. Regularly report to UNHCR RO Rome, as requested, and participate to coordination and training events organized by RO Rome;

10. Ensure sustainability of the project, with a view to adapt tools and methodologies in the context of the reformed asylum system, as promoted by UNHCR;  

11. Carry out, as may be requested by UNHCR Rome, any other activities aiming at implementing UNHCR's protection mandate in Italy.

Minimum Qualification and Professional Experience Required

ESSENTIAL

Completion of Secondary school. Additional certificate/training in International Law, Political Science or related field is required;

Minimum 6 years of relevant job experience relevant to the function;

Relevant studies can be counted up to 50% of the required work experience;

Fluency in English and Italian.


DESIRABLE

Completion of University studies in relevant fields; 

Good computer skills;

Experience in RSD, especially in a government procedure, as well as expertise with regard to quality monitoring are an asset.
